I want to turn off the ability to move and drag the column guides (the violet ones). How do I do that?

A client got the .indd file and has somehow enabled the direct editing via dragging and moving of column guides with the cursor (the violet ones; I'm not talking about margins or tables here.)

I didn't even know that was possible! But it's aggravating. How do I turn off that feature?
