Image in indesign does not respond to anything.

Ok, I'm trying to diagnose something weird in one of my father's indesign documents.  For some reason, there is an image on one of the pages that doesn't seem to respond to anything.  Clicking on it does nothing, drawing a selection square around it does nothing, right clicking brings up the menu for the blank page, it's completely unresponsive.

Any thoughts on what might be up with this image?  Or at least some approach to diagnose this weird behavior.

    I think Bob meant the image itself might be locked (even if the layer it resides on is unlocked). Try Object > Unlock all on Spread.

    Which version of InDesign and OS?

    Check whether the image is on a master page or whether the layer has been locked.

    ok, he's using Creative Cloud, the 12.0.0.81 x64 build running on Windows 10.

    the image is not on a master page, and there's only one layer in the document and it's not locked.

    The image itself could be unlocked. Locate it in the layers panel.
