Image not placing in text

I am trying to place an image into text. I have created a text outline, however, the prompt to paste into is no longer an option when I turn the text into outlines. In the videos I have seen this is not the case so I am wondering where I went wrong. If someone knows what's going on I would greatly appreciate your help.

1. Select a type frame around the type:

2. Type > Create Outlines. Here's the result:

3. With that frame still selected, choose File > Place. Here's the result:

The takeaway here is to select the newly created object, not the text frame that formerly held the text and now holds that anchored object.

If you select the converted text object, the Place action should insert the selected image as the text fill. Is that not working?
