Scott makes a good point, what about posting one of the JPGs on here so we can have a gander at it?

Try exporting the InDesign file to IDML then opening and saving again. If you have more than one version of InDesign installed see if this happens with all versions. Also see if the problem occurs on someone else’s installation.

Edit: One other possibility is that the images are actually pixelated. I don’t know anything about how you obtained these images. It might be that someone upsamples low resolution images because they were told they need to be 300 ppi. This would result in high resolution images that are pixelated.

if everything with export to PDF (Interactive) fails, do the following:

[1] Export to PDF (Interactive) with all your interactive elements.

[2] Export to PDF (Print) without downsampling images.

Open the PDF from [1] in Acrobat Pro.

Replace all pages in the PDF with the pages from the PDF from step [2].

Save to a new name. Your new PDF should keep all your interactive elements.

Now with highres images.
