Incorrect Data on Publish Online Dashboard in ID 19 after outage

Published InDesign document on 7th November during the Adobe backend issue. We had trouble publishing the document during that time, which was probably due to the outage.

Since being published, the analytic data showing in Adobe dashboard is incredibly low, compared to the tracking we are recieveing on click-rate.

The banner ads/ URL's we posted to drive traffic to the document are showing a click-through figure of 183k. In comparison, the published document is only showing 145 views in total, in the Adobe dashboard, which is a huge gap between figures.

Would this be caused by the service outage, and is there a way to recuperate more accurate data?
