How can I recreate this look with an "Indent to Here"? I can create the look using 2 right align tabs, but it'd be great to be able to achieve it without the tabs, as a right align para style, same as the rest of the copy.

you could do this with a positive right indent and a negative last line indent.
From my German InDesign where the Paragraph panel is showing the values for this sample:
