I noticed some issues happening with 17.3:
> Pressing shift to constrain objects when resizing does not work.
> Pressing option when clicking and dragging does not copy the object.
> Show frame edges hot keys do not always work but the menu item does.
> Show hidden characters hot keys does not always work but the menu item does.

Could you please try the suggestions shared here https://community.adobe.com/t5/indesign-discussions/indesign-cc-shift-key-not-working/m-p/6070245#M22005 and check if that solves the issue? If it still doesn't work, please try restoring preferences and let us know if this helps or if you need any further assistance.
