Indesign 18.2.1 Problem: Can't create spreads or multiple spreads

When i try to turn "Allow document pages to shuffle" off nothing happens. The option remains ticked and InDesign will instead open my browser and load the adobe website, or it will open 'Panel Options'. Is anyone else experiencing this issue?

This is also happening with "Allow selected spread to shuffle"

Try resetting your prefs. See Reset InDesign Preferences and Other Troubleshooting

Rebuilding cache also helps in UI issues so you could try that as well if trashing preferences don't work.
