InDesign 19.5 exceeds memory during startup

When I try to start Adobe InDesign it shows the startup screen, but stays stuck on 'Loading extensions' Eventually it will use all available memory in the computer, which after it will crash with Windows Task Manager reporting 'Your system has not enough memory, please close some apps'
I have tried to following:
-Reinstall Adobe InDesign with and without saving user settings
-Updated GPU Driver to latest version
-Installed all Windows Updates
-Creative Cloud is up-to-date
-InDesign is up-to-date
-Performed sfc /scannow, dism /online /cleanup-image /restorehealth & chkdsk C: /f /r
-Restarted the computer
-After restarting it, have all other applications closed, just open Adobe InDesign. it still crashes
-Also crashes when trying it on a different user
-Disabled the Anti-Virus during startup of InDesign
-The system is able to run InDesign according to Adobe's requirements

- NVIDIA GeForce RTX 2070
- Microsoft Remote Display Adapter
