InDesign 2017 - Vertical scroll bar extends offscreen and there's no bottom arrow

I just installed 2017 and out of the box the vertical scollbar extends beyond the bottom of the window. Why on earth would anyone think this is a good idea? How do I fix it?

    And/or your Preferences.

    Use Window > Workspace > Reset XXXX to try out Ellis home's suggestion and/or

    Troubleshooting 101: Replace, or "trash" your InDesign preferences
