Indesign 2019 won't open after CTRL ALT DELETE on Windows

I accidentally left InDesign open on my Surface Pro overnight, when I tried to use the application today it was totally frozen. After several attempts to let it respond, close down via Task Manager I had to shut down my notebook. InDesign now won't open at all, nor will the document I am working on. I have tried several fixing: removing preferences, trying to clear the recovery cache, uninstalling the application. The problem appears to be that Indesign has the file I was working on open in the background so I can't delete the cache or the lock file. Or uninstall the program. This is super frustrating - does anyone have a solution to this? Please note I have also checked my persmissions and they all look ok
