Indesign 2024 Missing links from library.

I have a project I have been working on for quite some time now, about 2 years and several versions of Indesign later. It's been about a month since I opened it up. When opened I am hit with the notification of 40 something links that are missing. Almost all of these links for from assets that have been saved in my CC library. When I go to open the asset in the library it takes to me the origin of the asset and everything is fine. However, for some reason that I do not know of, Indesign is claiming that the link is missing. This is a very frustrating issue. The last time I worked on this file, this problem did not exist.

    CC Library is not a good place to store a lot of files.

    Also, I will repeat my question:

    This brings up a related question I have been meaning to ask: Is CC Libraries turned off until you click the panel in the dock? Is that when it activates to an ON state?
