InDesign 2026(v21.1) Window Opens Oversized on Second Monitor (macOS Tahoe)

I think this is a Adobe bug.
My question is similar to this one “Top of Window Off-Screen, Unable to Reposition (Mac, Multiple Monitors)” which wasn’t resolved. Except for some work arounds.

When I open a file in Indesign, especially on a 2nd monitor, the workspace opens up to something far wider/bigger than the actual screen. This happens every time I restart Indesign, no matter what screen set up I may have.
I have tried to resolve this, but no matter what I always end up manually dragging my indesign page/window down, and then to the far left, in order to pull the sides in and make it more manageable. As well when I go to a home 2nd monitor from the setup at work, all the control panels are shifting around. Many end up sitting off the screen, or partially on the 2ndary screen. Which I then need to reposition. Incredibly frustrating.
I assume this is an Adobe issue that is not being addressed?

    I see from the forum here that one solution is to turn on “Application frame” (Window dropdown) and this does indeed work.
    I prefer to have the layouts I work on sit “loose”, outside of the frame. As such, I still cannot figure out how to make the default window open within the limits of the screen.The applicaton bar at the top does, but the layout windows are consistently 30% or so too big. I drag them down to size, but upon a restart it defaults back tot he oversized/clipped layout view.

    What version of InDesign and what version of the OS?
