I tried to publish my project no Indesign version 18 but could not successfully
It says

Error #0: Publish Online is currently not available for your
organisation.

But my friend has an account in the same company with an old version that can publish
I want to no how to solve this error and how to install my old version 17

What kind of account does your organization have? Creative Cloud for Teams? Or an enterprise account? I just tested, and version 18 is working now with Publish Online:
