Turns out the data file had some weird hidden characters in it. Once I deleted those characters the merge was perfect.

Thank you Scott.  I tried setting up a new file and used the hard return, but I was still getting the blank spaces. I just went through and manually deleted the lines.

Can you post a screen shot of the Data Merge fields? Are they set up on Document page 1, or on a Master page? Or, could you make the file available for download? Would love to try it myself.

Data merge fields are on page one.  I am not using a Master page in this file.  Here is the CSV and InDesign unmerged file https://drive.google.com/drive/folders/1az9mHt0OHUPh-I9soCE4EA4fsQZNMaF8?usp=sharing

Kathy, I discovered some weird characters in your InDesign file. See screen shot below.

These characters are hard to see because they're crashing into the pilcrows (aka paragraph marks), but as soon as I deleted them the file merged perfectly. I'm sending to send you back the cleansed ID file if you'd like. Just let me know.
