InDesign CC- Unable to resize items by using keyboard shortcut and dragging corner

In the past I have always been able to resize items by using Shift+Option+Command and moving the outside corner of a box. 

I am no longer able to do this and it is driving me crazy.  I can't figure out what setting has changed and I have even tried to uninstall and reinstall InDesign.

Has anyone else experienced this?

    In this case, I would suggest you to please try resetting preferences for InDesign and share results:

    Set preferences in Adobe InDesign
