I am brand new to InDesign and although the tutorials are helpful, I would really like to take more formal training or a certficate program to learn how to use all the tools and become profficient.  Any suggestions for online formal training?

I would strongly recommend a class from an experienced instructor. You can start looking here:

https://learning.adobe.com/partner-finder.html?products=InDesign&learningOptions=Web-based&partnerType=Certified%20Instructor&country=USA

I filtered the list to the USA, but you can change it as needed. A lot of instruction is done live, online now-a-days with Zoom or Teams, so location is usually not an issue.

I think you will find that most of us on the Certified Instructor list that Dave posted also volunteer here on the Community Forums. In addition to checking our our websites for our course offerings, you can check out the work we do here on the forums to find the best fit for you.
