Indesign Cover and Back Page

I create user guides in indesign and for some reason it will only print correctly if there 18 pages.  If there are more then the back cover page wont print in the proper spot.  I have tried to deselect shuffle pages and every other avenue found online.  I have these printed and I would love to keep it as one single pdf file, rather than creating the front/back cover seperately.  Any help would be greatly appreciated

The nature of booklet printing means that your page count has to be a multiple of four in order to have it print correctly. The reason is that each four pages of a booklet use exactly one sheet of paper, and if the page count doesn't divide by four, some of pages will wind up out of order when the printing program inserts the blank pages to make up the difference.
