InDesign creates hairline gaps between perfectly lined-up image frames when they are rotated.

I am trying to create a seamless pattern using a JPG swatch image in InDesign. (Photoshop reduces the image quality of my swatch when I use Pattern Fill, so that doesn't work for my purposes.) When I create a perfect grid of my 4.5"-square swatch in InDesign — image frames are lined up to all four decimal places — and then rotate the whole thing 20 degrees, suddenly there are pixel-width gaps between all of the frames. This ruins the pattern. What can I do?
