InDesign document set up for publish online — set up, best practies?

When creating a new document that will only be viewed as a Publish Online documnet, which option is best to set up this document? ie: I want my online document to be landscape, with the ability to view it on a computer and a mobile device. That said, what pixel dimenions do I set up this document with?

Thank you Derek! Just to verify, you're saying it would be best to create a computer screen / web document as 1920 x 1080. I found this Adobe help site with documents that used 1024 x 768. https://helpx.adobe.com/indesign/how-to/create-interactive-document.html Are you able to tell me why they used those dimensions for Publish Online versus 1920x1080? I just want to be sure I start from scratch "properly".

Publish Online documents are not reflowable and computer screens are viewed landscape (typically 1920 x1080px wide). Smart phones are usually viewed in portrait mode (but can be viewed landscape). They vary in size a view port of 414 x 895 is typical. I guess you need to decide which is your main market and choose a design to suite.
