InDesign Effects window - can only see partial window and can't move it!

Working in InDesign CC 2015.2 Release. OS: Windows 8, V. 6.3.

Every time I try to open the Effects dialog box, it opens on my primary screen and only shows the bottom half of the window. I can't move the window by grabbing and moving it with my mouse; I've tried more configuration changes than I can even recall, and absolutely nothing is allowing me to move this window so I can see the whole thing.

Any suggestions? I literally cannot use the effects because I can't see the entire dialog box to make selections. It's driving me bonkers.

    You can also try deleting your InDesign cache files (which is not the same as deleting preferences).It is specifically good for panel problems.

    To do so:

    On Windows 7 and above the caches files are hidden. To find them go to the Control Panel and open Folder Options and then click the View tab. Then select “Show hidden files and folders” or “Show hidden files, folders or drive options” in Advanced Settings. Then delete (or rename) the folder at the end of this path: C:\Users\[User Name]\AppData\Local\Adobe\InDesign\Version [#]\<Language>\Cache.

    I find that deleting the cache file completely leads to a lasting change.

    I've been beyond frustrated with this problem and uninstalled ALL of my InDesign files. I found a solution in another thread. I unplugged my second monitor and was able to move the window. I wasted hours on this ridiculous problem that Adobe needs to fix. Something to do with latest version of InDesign and Mac.

    With panel problems like yours, here are two suggestions:

    (1) Go to Window > Workspace and choose Reset [name of current workspace].

    If that doesn't work try restoring your InDesign preferences:

    Trash, Replace, Reset, or Restore the application Preferences

    Thank you - I have tried both these options and have not had success.
