Indesign file assistance with lines under text and across the entire text box field

Hello

I was hoping someone would be able to assist me. I am trying to figure out how to create text boxes like this one, (image attached) in InDesign. Thank you in advance for any help.

Thank you, I did that and I have that working! 🙂  However, I am not seeing where I can make the font one color and the Paragraph Rule of lines as a different color.
