InDesign-generated PDFs fail for URLs

InDesign 18.4/Mac.

I have 200-page InDesign file with a number of URLs going to weblinks. The URLs look good (select link text, right click>Edit Hyperlink. Link to: URL; the destination is correct and includes the full URL. When I right-click Go to Destination, they work perfectly. The InDesign-generated PDF file, however, doesn't work properly. What it looks like: If the tip text is the literal URL you want to go to (https://www.website.com), they work. If the tip text is "go to our support website" with the linked URL being https://www.website.com/support, the link does not work--it's shown as a URL, as it's in hyperlink character style, but mousing over the linked text just shows a Edit tool rather than grab tool and the linked URL. I've never seen this problem before, and have no idea how to fix it!

Tough to tell without seeing the files and few screenshots. Also, if this is just happening with one file, export it to IDML, open that and try again.

But first things first. Current version is 18.5.
