InDesign how to make spreads for a booklet that uses quarter-size pages?

I need to layout a booklet that has quarter size pages. So 4 pages per sheet of 8.5 x 11 (A4) paper.

To account for double-side, it seems as if my pages would need to go

1-2.    Other side 3-4

5-6.    Other side 7-8

Inother words on side #1 pages 1-2-5-6 and side #2 pages 3-4-7-8

can this be done in spreads?

Any advice or tutorial?

You can use the Print Booklet feature and do 2-up Consecutive option. 

If you are on Windows, you can print to the Adobe PDF print driver if you need another PDF.

The double-sided/duplex printing is up to the output device. 

 

I'm not sure if you need 2 pages per side (4 per sheet) --or 4 pages per side (8 per sheet). I'm assuming the former. 

 

As an aside, Letter (8.5 x 11) is not equivalent to A4.
