InDesign launches but hangs with spinning beach ball

I have InDesign 2023 installed on a brand new iMac M1 with 16GB of memory. I have Ventura 13.2 installed on the Mac.

The only other non Apple software I've installed are Dropbox and other items from Creative Cloud.

When I launch InDesign I get to the initial screen where you're supposed to create a new document, but as soon as I try to do anything I get the spinning beach ball and my only option is to force quit.

I've tried uninstalling InDesign, running the Cleaner Tool, restarting the Mac and re-installing InDesign but it makes no difference.

Does anyone have any suggestions of what else I could try?
