InDesign Lock File being ignored

We currently serve InDesign files over a Synology Drive, which is connected to our MacOS X Clients over SMB. When one User opens a IND document, the idlk lock file is correctly created. Now, if a second users opens this exact document, this lockfile seems to have absolutely no impact. The second user can edit the file simultaneously.

A few weeks back this was working as intended and the second user got a warning message from InDesign and was unable to open the document.

What can we do about this?

We also tried AFP and SMB, but with both protocols, the lockfile seems to be ignored.

I have same problem with inDesign 16.1.
I think this is Adobe problem, and this is serius inDesign error.

How would a cloud sync’d lockfile work if one of the collaborators did not have an internet connection (the beach, bad router, no power) and edited a file?

Seconding this issue. It was working correctly before the latest updates, now it's not working correctly any longer. People keep editing "read-only" files because InDesign is letting them edit files that others are already using.
