Indesign network file opening in [Read Only] Version 19.2

All the network files that have been modify by a different user are opening on [Read-Only] mode regardless if the file is opening by another  computer or not.

 

Disabling the preview Pane in Explorer is not an option. Also, it does not work even as a temporary solution.

 

It seems that this was a permission issues in version 18.0 that that fixed in 19.0. However is still happening to several user in my company. (All of them use 19.0 and above). Is there anyone having the same issue?

If it's opening the file on the network it's creating a hidden file called IDLK 

This is to prevent others from opening the file, when the file is closed the IDLK is supposed to delete itself.

Maybe that's not happening on the network.
