Update the Mac to the latest Sonoma version 14.3, that solves this problem.

It appears that you updated to macOS Sonoma which InDesign doesn't fully support yet. @Mike Witherell already posted known solutions for this issue. If it doesn't help, you may want tio consider to revert to Ventura until Sonoma is supported:

Thank you for your hint. Unfortunately, after the automatic update of Photoshop, I was consistently asked to install a newer mac OS, so I just checked whether my Mac Mini (M1) supports Sonoma and then installed it. Photoshop now has stopped to remind me installing an newer OS. Mayby Adobe can manage some day to adopt InDesign to sonoma, too.

What happens if you turn off GPU acceleration?

What happens if you turn off the Rulers?

Dear Mike, thank you for your help. Turning off the rules does not change the phenomenon and I don't know, where to turn off GPU acceleration. Mayby my mac does not support that feature, as shown in the presets (screenshot).
