InDesign .PDF Export Down-Sizing Document

Hi, so I've gone over all the settings very carefully and I can't figure out what is causing this. When I export to .pdf with crop marks included (which is non-negotiable for me) the content is automatically down-sized to fit the full crop marks, rather than just cropping them within the margin as a direct print from InDesign does.

Is there any way to change these settings, or or manually force the content to remain at %100?

If anyone takes the time to answer it would really mean a lot to me

The Export dialog doesn't allow any scaling. Are you sure you are not confusing Bleed and Crop marks? Make sure you have Bleed Marks unchecked and Crop marks and Use Document Bleed Settings checked.
