InDesign resets Workspace automatically

I have set up different Workspaces in InDesign for my convenience, including all the windows and flyouts I constantly use. Whenever I switch to another application and return back, InDesign returns to the Default Workspace, and I have to select my Workspace again.

In previous versions it was possible to set global settings with no document open. Unfortunately, this doesn't work anymore.
