InDesign table row height stuck at minimum, maximum height ignored

I have a table of text, and some cells need two lines of text. The second line just gets jammed in there and the row won't grow. It needs more than the minimum and less than the maximum.
This may just be some setting somewhere and not a bug.

Thank you! I set it to "auto" and now all is well. It was set to very small. That makes total sense. I will now walk away with tail between legs.
