Indesign tools window blocked

Indesign tools window blocked. You can not select any tool they are all grayed out and disabled, on all files. How can I restore the palette?

You can also reset InDesign settings. Close inDesign and open again with CTRL+Alt+Shift keys pressed

Which version of InDesign and OS?

It may be caused by a number of things, try this first, reset your Workspace (Window > Workspace > Reset [name of workspace]).

If that doesn't work, try resetting your InDesign Preferences.
