InDesign Tools window not functioning properly

Question

Some of the icons in the Tools window are suddenly not working (Mac Version 18.2.1). Any of the tools that have a little triangle indicating further options have stopped working. I first noticed that I can not change the elipse tool to a rectangle tool, but none of the expandable icons are working. The keyboard shortcuts work, but the little triangle does not open the additional options menu.

When there are interface issues like that, it's highly likely that it can be fixed by restoring your InDesign preferences and caches. Here's how:
