InDesign won't hyperlink to page 13

I am trying to hyperlink to page 13, but when I save that, it changes to page 14. Not sure what to do here or why this is an issue. Video attached.

Hi @sheridan.194:

I'm not able to see the video. Can you explain your steps and support the explanation with screen shots? Please reply in the browser window (not in an email) and use the Insert Photos button on the toolbar to insert inline images (and not attachments).
