Are you doing this for bookmarks or for an ePub? You can place it off on the pasteboard area. I usually put it on the first page pasteboard so I can find it easier.

I am in a InDesign document for pdf format.

Just place the TOC on the pasteboard. You don't have to worry about formatting it. 

Just to clarify, the pasteboard is the space on either side of the actual page.
