Question

Is it possible to embed a video in InDesign and then export as a PDF?

I write tutorials and would like to be able to pop in quick videos throughout the file for steps that need a bit more clarification. I have been able to embed a video in InDesign but when I export the file as a PDF, the video does not show but it does play the sound. What am I doing wrong? Is it even possible to do?

The facility of embedding videos in PDFs for successful distribution is not possible now that Flash has been dropped. One way around  this is to include a hyperlink in a PDF to an external website, such as a Youtube, or similar video. The alternative is a FXL ePub, or maybe better, InDesign's Publish Online (but you can't monetise it).
The other possibility, is in5, an InDesign plugin (at extra cost). https://ajarproductions.com/

A website is probably the best solution for this kind of thing.

It is possible but it's so wonky and unreliable it's not worth the effort.
