Hi, yes — InDesign has exactly that, and it's there in your 17.1 too. It's called Package:
File > Package...
Review the summary (it flags any font/link problems), click Package, choose where to save, and make sure "Copy Fonts" and "Copy Linked Graphics" are ticked. InDesign then creates a single folder containing a copy of the .indd, the fonts, and all linked graphics — just copy that whole folder to the other PC. One exception: fonts activated from Adobe Fonts aren't copied into the folder; those sync through your Adobe account instead.
Since you want a fresh document that reuses the book's setup rather than its text: create the new document with the same page size, then use Load Paragraph Styles... from the Paragraph Styles panel menu and point it at the book file to bring your styles across (the same works for character styles and swatches). The packaged folder gives you the font files to install on the new PC.
