Is there any way to do pages within pages?

This is the best way I can describe what I'm trying to do.  I am creating an 8.5"x11 manual.  Each page is broken into 4 separate squares (cards? tiles?), each with content about a particular product my company sells.  The manual is in alpahabetical order, so when I have to insert a new product, I end up having to move around every tile that comes after it.  I was wondering if there was any way to set up those tiles to behave like pages in InDesign, where I could just create a new one, and all of the others would automatically make room, by moving down the page and onto the next.

I have done them with a Data Merge before, but that seems needlessly difficult.  I should also mention that I have other content on the page instead of just the cards, so I can't just have the pages be the size of the tiles and print 4 to a 8.5" x 11" page.

The short answer is no. What you can do is create a flow using linked text boxes and then insert elements into this.
