Issue with Switching to Facing Pages in Document Setup

Question

I've gone to document set up to switch to facing pages and it's not working. The left column has some pages and the right column has some pages. How do I get the entire document to be viewed with facing pages?

Select all thumbnails in the page panel. Activate allow all selected pages to shuffle and alolow spreads to shuffle in the page panel menu
