layers and other tools not working

Hi there, I purchased Indesign a couple of weeks ago and all was going smoothly. A self-publishing co. I am working with sent me updated softwear, and I downloaded it. Somehow the entire file was switched over to the new Indesign softwear, and now the tools aren't working, including layers and arrange. I have followed steps to solve, but there is not link to "restore all preferences and default settings" when I follow the steps.

I am also wondering if I am using the correct format for publishing a book, and want to make sure I adjust the settings so they are correct but terrified of deleting my file.... any help would be so greatly appreciated!

What are you doing to create Layers normally?
WHat does not work here?
What does the layer panel looks like in the expanded form. Show us a screen shoot.

There could be a number of reasons for the problems answering these questions may help us:

Which version of InDesign and Operating system do you have?

How much RAM and spare hard disk capacity do you have on your system?

Which version has your Template been created in (and have you saved it as an INDD file)?

Presumably, you've reset your InDesign preferences as detailed by Peter Spier, and that hasn't resolved the issue.

Check your Master/Parent pages to see if items have been locked there.

Check in your Layers panel that items haven't been locked and in your Links panel that images are linked to your document.

Are you self-publishing your book for print or for digital output, such as a Reflowable ePub?

What do you mean the self-publishing company sent you updated software? What software did they send?

Adobe InDesign is only available through the Creative Cloud desktop app.

sorry, not software but an indesign template. Since I downloaded it, my
layers and arrange don't work. Before I downloaded the template, layers
were generated automatically when I added new objects, (pictures, text,
etc) but now this isn't working.

Layers are never automatically generated. Are you referring to seeing individual objects in the layers panel? I'm really having a hard time visualizing this. Perhaps you can show us a few screenshots.
