Leading in paragraph

I'm stumped. These paragraphs have all the same paragraph settings with no overides, all the same character setttings and leading (8pt). Vertical justification of the frame is set to Top. Yet the bottom paragraph has double leading. What can possibly be going on here?

Pasted text inserted some freaky paragraph returns that almost unbelievably matched the line lengths. The ragged right gave me the clue

Hard to diagnose without seeing the file. Can you share that page?

Even though you feel sure there are no overrides, what happens if (with a cursor in that paragraph) you Option-click on the Style used? Is it possible you applied a Character Style inadvertantly?
