LIbrary drag operations not working right

I keep encountering what seems to be a bug in InDesign LIbraries (the regular kind, not the CC Libraries). If I drag an item from th library onto a page, sometimes it won't go  -- when I release the click after dragging, it simply isn't there. or it will go, but it'll snap to some weird location, like almost entirely-off-the-page with just a sliver of it visible in the pasteboard area. The fix seems to be to first select something on the page, and then it will go back to acting like normal.  But it's a pain to do this many times an hour -- has anyone else encountered this, or know how to fix?

I don't have this problem with the CC Library. I like to use regular libraries in addition to the CC Libraries, they can be handy to grab certain elements that I need frequently, like i can have a library with just the one or two most frequently needed elements and they're always there for me to grab exactly what i want without having to search for them in the larger CC Library for the job.
