Link "not accessible" when exporting from collected folder

I am getting quite bothered by this issue I'm having. When I work from collected file folder of a document. I will go to export the file. When I go to export, at the last second it gives me this alert "This document contains links to files/URL(s) that are not accessible. Please check your network connectivity or original source content." The curious thing is when I open the file, I don't get the "missing links" warning, and even inside the file the links do not look broken.

 

I can only think about one possible reason for this is cloud files? Can I just disable this so it's not looking online for anything? Is that what is happening? The only solution I have is to relink all the files maually because InDesign doesn't think they are broken so I can't go to "search for missing links in this folder"

 

It's been driving me mad! Been happening for a few months now. Please help!

It could very well be cloud-synched files.
