Lock toolbox to frame

How do I affix the toolbox/tool bar to the base Adobe InDesign frame?  It used to but doesn't now.  If I move the frame the toolbar "floats" wherever it was.  I want it to stay affixed to the frame.

    If you pick it up with the mouse and drag it around, it ought to show a blue line where it'll latch on:
