Lost share for review functionality

I'm working on an INDD file that I had used to generate a share for review link. As of this morning the share for review tool is no longer working. I can click on the blue "share" icon in the top right of the program, but no window appears. I have also tried the File>Share for review, which does not give any results either. 

A couple other things to note that I'm experiencing in the same file: 

- InDesign program will not full close after I close out of the document and attempt to close the application and then stops responding.  I end up having to force quit in order to regain any navigation or open up a file.

- If I try to save the .indd file as an .idml file, the .imdl seems to freeze InDesign and never open. 

Here are a few troubleshooting steps that I've tried, with no success: 
- force quit and reopen

- sign out and back in to Adobe Creative Cloud in the desktop app

-  restart my computer

- uninstall and reinstall the Indesign software application

- attempt to send the file for an idml "round-trip" (Save as... idml, open idml Save as... indd), but per the above notes, I cant get the idml file to open

Any additional ideas or troubleshooting steps or ideas for fixes would be greatly appreciated.
