Master page exporting blank only on some even pages

Hi folks, I make individualized planners mostly for friends and family. I've been doing it for over a year and never ran into this problem, though I am not extrememly skilled in Indesign I've been using it on and off for nearly a decade now and am out of any ideas on what to do next and would love some assistance. 

One of my parent pages when I export to pdf is coming out blank at random. I use this parent page 3x in a row but, it is always the first even page in that sequence of three that is blank when I export. Not the second even page, when there is a second even, and not any of the odd pages. And it is doing this sporadically through the entire file, not even every single time I use that sequence of three pages.

I have already tried, without any success:

- making sure that the print layer is checked on the master

- quitting and restarting the program

- making sure when I export to choose to export all layers, not just print layers
