Missing a bunch of tools in InDesign

I'm using my work's version of InDesign CS6. I just started using it today and it seems to be missing some things. There's no Snapping menu in the "View" menu, so i can't turn on Snapping to Objects (not even when I press Ctrl + U).

 

There's also no option to add space above or below a paragraph in the "Paragraph" tool.

Is this because it's cs6 instead of creative cloud? If so, how can I substitute things like the tools I just mentioned...?

    Then you need the Text Frame Option. Contextually select (right mouse or control) the frame to show options.

    Are you looking to add space between characters? Are you looking to add space between underline and text?

    Sorry, I am looking to add space above the paragraph. I like the way the spacing between the lines and the characters look, but I want the text to be centered within the rectangle. but i'm less concerned about that than I am with the missing Snapping to Object options, the missing Paragraph space options, etc.

    Try resetting the workspace. The screen capture of paragraph panel shows the space before (3rd one down left) and space after (3rd one down right)

    That button seems to make space between the lines, not before or after the paragraph?
