Missing plug ins in Indesign cs4 ME

I've re-install my Indesign CS4 ME and its writing me the messege "cannot load plug-in arabiclayout.IndesignPlugin." and some more plug ins.

what can i do to fix it?

The app doesn't open for me.

    InDesign CS4 is not supported under El Capitan. Probably best to upgrade to CC2015/17.

    There's no link. You must use your original disks, but first install a compatible operating system if you can. If you can't, then it's time to upgrade InDesign.

    What operating system? Have you tried re-installing?

    OS X El capitan 10.11.

    I've tried to re-installing, doesn't and it work.
