Thank you for trying to help, but I resolved the issue on my own.
The properties panel was docked and I did try resetting the workspace, but it didn't fix the problem. I didn't try manually undocking and redocking ther panel so I'll have to try that next time. I'll also get a better picture if it happens again.
SOLUTION
I solved this issue by changing my monitor's resolution to 800x600 and then back to 1920x1080.
