my numbering and sectioning function is gray-not working

Re my Indesign 13.1

Hello! My numbering and section checkbox is 'checked' but gray. I cannot do any sectioning. What do I do?

You are on a Parent/Master page. Go to your document in the Pages panel and right-click where you want the numbering to start or change.
